If your account is non locked, go to https://account.microsoft.com login ensure you can see all of your business relationship t options them effort the create process again.

I asked the product team about information technology - they said its because you used the same phone # too many times. I don't know how long you need to await for it to "clear."
"This fault message means the user had used the aforementioned phone number across multiple accounts (either signing up or restoring suspended accounts) in a brusk flow of time (final few days/weeks). "

I had the same problem over a couple of days, and I tried it again and over again to unblock my business relationship / creating a new password many times, etc. but finally I saw e'er "your account is temp. suspended ... - Usage limit exceeded. Endeavour again tomorrow."
the solution for me:
I used a different telephone number (from a friend) for sending/receiving a new unblock lawmaking
the reason for blocking my account was an issue with my security settings / notification past: my phone number,
which I used temporarly for a second microsoft account as well,
so the first thing I did after reactivating my account, was to customize my security settings (notification by alternate email just)

I had the same problem over a couple of days, and I tried it once more and once more to unblock my business relationship / creating a new countersign many times, etc. but finally I saw always "your business relationship is temp. suspended ... - Usage limit exceeded. Try over again tomorrow."
the solution for me:
I used a different phone number (from a friend) for sending/receiving a new unblock lawmaking
the reason for blocking my business relationship was an result with my security settings / notification by: my phone number,
which I used temporarly for a second microsoft account too,
so the first affair I did after reactivating my account, was to customize my security settings (notification past alternate email only)

This is really helpful! I tried with another phone number, information technology worked! I take used my phone number to register a few Microsoft accounts to test my app. Probably that is why it said Usage Limit Exceeded.
